Delta RPMs disabled because /usr/bin/applydeltarpm not installed. libzstd-1.4.4-1.el7.x86_64.rpm FAILED libzstd-1.4.4-1.el7.x86_64.rpm: [Errno 14] HTTP Error 404 - Not Found Epel seems to have v1.5 https://mirror.ihost.md/fedora-epel/7/x86_64/Packages/l/libzstd-1.5.1-4.el7.x86_64.rpm

the issue was fixed later in the day
maybe there was an issue with a repo (epel) that was not updated completely yet

Can you please try cleaning yum cache first?
yum clean metadata
yum install postgis31_11
