hi, since this weekende it is not possible anymore to install postgis 3.0
and 3.1 on centos 7 with postgres 11 (maybe other versions also ?)

Delta RPMs disabled because /usr/bin/applydeltarpm not installed.
libzstd-1.4.4-1.el7.x86_64.rpm FAILED
libzstd-1.4.4-1.el7.x86_64.rpm: [Errno 14] HTTP Error 404 - Not Found

Epel seems to have v1.5
