Have you heard of any solution to this problem. I have found pgAdmin 4 v1.3 is completely unusable on Windows 7 64 bit. I have found that pgAdmin 4 v1.1 is stable. I am currently using that version. Do you think they are not testing at all on Windows 7 64 bit? There website says it is available for Windows 7 (desktop). I wonder if they have been testing it against Windows 10 but have not updated their web site.

other times I get Case 2 behaviour.
The debug log has repeated msgs:
[0322/131833:WARNING:resource_bundle.cc(311)] locale_file_path.empty() for locale
OS = Win 7 SP1 64 bit
desktop mode?? I’m running the downloaded executable
Steps required to reproduce the problem: run the pgAdmin 4 v1.3 executable.
I would appreciate any guidance on how to fix this issue.

I'downloaded from sourceforge something called "pgAdmin3-portable" and it works ok on Win 8.1 64 bits (but as a 32 bit app, I think) and connects without trouble with a 9.4 backend running on Linux.

Dave, I did exactly what you said. I totally delete the application. Deleted all directories from the file system. Then I reinstalledit. It hung on startup. I then had to stop it via task manager. Then I loaded it the second time. It thenran. The next time I tried to start it the application hung. I have never ever had any issue with pgAdmin 3. I don't have any of these issues with pgAdmin4 v1.1 . As you can see from the attached screenshot, 1.3 works for me. I upgraded my PostgreSQL database from 9.5 to 9.6. PGAdmin 3 will not work with PostgreSQL 9.6.

That is interesting.
If I edit that box it says:
C:\Program Files (x86)\pgAdmin III\1.22
I went into this folder and found that it only contains one backup version of pg_backup.exe. It must be for PostgreSQL 9.5.x . To test my theory I opened a command prompt and ran pg_dump.exe –version . I got this as output: pg_dump (PostgreSQL) 9.5.5 .
So I am going to guess that all I need to do is install PostgreSQL version 9.6 for windows on my local box. Then point pgAdmin3 to the bin folder for 9.6. Then when I connect to my linux server remotely it will work.
All of this worked. I can now backup my PostgreSQL 9.6 database with pgAdmin 3.

This error points to a server mismatch. IOW, you are trying to
back up a 9.5 DB with a 9.6 binary.
So in File, Options..., Browser, Binary Paths
Change PG bin path to point to the 9.5 binary location
Then you should be able to back up your 9.5 db.
Change it back for 9.6 backup
Note: you can also try just checking "Ignore server/utility version mismatches"

Dave, Just to follow up your previous advice: I have done a complete uninstall of the application, ensured the installation directory is removed, then re-installed. I tried starting & stopping pgAdmin 4 a few times before re-booting & then again after re-booting my system. In both cases, before & after re-booting, pgAdmin 4 loaded successfully about 50% of the time & didn't load in the other cases. In the unsuccessful load cases, most, but not all, times there was an error msg. "Error loading script". But the nominated script varied each time. Thanks for your continuing investigations. I just upgraded to 4.1.3 and am having the same issues. Windows 7 pro, x64, Postgres 9.6.2. Prior version of pgadmin 4 worked OK. (I skipped the 4.1.2 upgrade, using pgadmin 3 instead to do what I needed.) Same error; various scripts fail to load. It seems to fail more often if the system is busy with cpu or disk activity already going on. All, Please try one of the Mac/Windows test builds at https://developer.pgadmin.org/~dpage/. I would strongly advise doing a complete uninstall before installing, to ensure no old, unused files are left behind. Thanks. Hi Dave, So far, so good. I uninstalled & removed everything from previous pgAdmin 4 and installed your new executable. Have started & stoped it 3 or 4 times, & loaded OK each time. (BTW, in my removal, I found a pgAdmin log file that was big, over 1.3GB. Not sure if that's relevant in any way to the to the load issue. There is still space on the disk.) Thanks Peter. You can adjust the log level by creating a config_local.py file alongside config.py in your installation. Add the lines in-between the === marks to the file: ====== from config import * import logging CONSOLE_LOG_LEVEL = logging.WARNING FILE_LOG_LEVEL = logging.WARNING ====== Those are the default settings in current releases though - it's possible much of your log file is from a much earlier release, before we dialled down the defaults. I just loaded pgAdmin 4 v1.6 and I'm running into the same issue reported here with pgAdmin opening, then sitting at the "Loading pgAdmin 4 v1.6" spinning wheel. I'm running it on Windows 7 64-bit OS. I've already changed the following config.py setting as I'm not running it on a webserver: SERVER_MODE = True I changed it to False and saved. Ok, I found the problem. I had to right click on the shortcut, go to the Security tab and give my user full control permissions. Once I did that, it runs just fine. Thanks!
