It was very hard to come across

http://www.ca.postgresql.org/docs/faq-mswin

and find out that even the latest Cygwin does not come with the IPC-fix that
is required to run PostgreSQL.

I wish the needed small piece of info and link to fix program could be
included in www.postgresql.org/idoc-tree.

But, the following README file:

    /usr/doc/Cygwin/postgresql-7.1.2.README

was right there on your PC, if you let Cygwin's setup.exe install
PostgreSQL as it normally does.

By the above, do you mean the following:

    2.  Install the cygipc package, available at
        <http://www.neuro.gatech.edu/users/cwilson/cygutils/V1.1/cygipc/>.
        Do not use versions prior to 1.04, they will not work

I suggested that cygipc be adding as a contrib package to Cygwin.
Due to reasonable licensing and technical issues, it was decide not to
include cygipc with Cygwin.  However, there is some current activity to
include System V IPC directly into the Cygwin DLL and a new server
process.  Unfortunately, there is no ETA for this major enhancement.
Please search the Cygwin archives if you are interested in the details.
