Hi Will, You may want to contact the folks at DevIS, who have done quite a bit of government oriented work (see http://www.devis.com/AboutDevIS/) You can also contact Platinum Solutions, who have done some work for various government agencies (http://www.platinumsolutions.com/successstories/ I also know that the Fred II site runs on PostgreSQL (http://research.stlouisfed.org/fred2/) which contains federal economic data. Also if you just need some general case studies, we have a few available at http://advocacy.postgresql.org/casestudies/ including a link to the Dravis Group report which covers the conversion of the .org tld from Oracle to a PostgreSQL based solution.
