Check out the ALTER command.

ALTER USER username
    [ WITH PASSWORD 'password' ]
    [ CREATEDB | NOCREATEDB ] [ CREATEUSER | NOCREATEUSER ]
    [ VALID UNTIL 'abstime' ]
