Why do you not recommend it as a reliable setup?  Not enough case studies
(e.g. companies with a successful history of PG on Cygwin)?  Problems with
NT?  Not enough testing on NT/Cygwin?  Problems with Cygwin?

I'm using it on NT (win2k specifically) for my database and have been
pleased with it and if there is concrete data to support not having it on NT
I'd like to know so I can consider the need to switch.

People are using PG on Cygwin, but I wouldn't recommend it as a highly
reliable setup.  If you can possibly talk them into a real Unix setup
(Linux, BSD, whatever), do so.
