the issue is a missing menu bar on pgadmin3 ver 18.1. the error could be replicated on installations of Ubuntu 12.04, 13.10 and 14.04 on two different systems.

When using the debian package, pgadmin3 did not contain a menu bar. After invoking the server group, the following messages appeared. (saw similar bug reports when googled, but could not find a solution,)

subsequently used the graphic installer and reinstalled pgadmin3 from binaries. Errors could be eliminated by setting the environmental variable LD_LIBRARY_PATH to the pgadmin3 folder as well as postgres folder (as explained in one old post.)
While pgadmin3 now starts without errors, the main window as well as the sql query window still do not display the menu bar.
I assume that there is some module not installed that would cause this error, but I have not been able to find it. Any help would be appreciated.
