The patch set has grown increasingly old. It appears to me that everything requires to be thoroughly overhauled to bring it up to date. Especially given that the first patch to be committed switches multi-offsets to 64-bit and utilizes a different pg_upgrade method.
I am planning to tackle this in the near future and give the patch a thorough overhaul.
