Hmm...seems accent character not recognized by COPY command.

postgres=3D# copy users from 'c:/test/*=E5*test.txt';
ERROR:  could not open file "c:/test/+test.txt" for reading: No such file
or directory

I guess you should take help of batch script to remove ACCENT characters
and your COPY should be good to go.
