It works for me:

rhaas=# load 'dummy_seclabel';
LOAD
rhaas=# create table foo (a int, b text) partition by range (a);
CREATE TABLE
rhaas=# security label on table foo is 'classified';
SECURITY LABEL

What exactly is the problem you're seeing?
