If you try to run this in definition tab in step window it won't run.

Make a .bat file and put the command as follows -

@echo off

"C:\Program Files\PostgreSQL\8.2\bin\pg_dump" -Upostgres > "c:\db-dump"

@echo on

And in the step definition tab - put the path of this .bat file within 
qoutes (" " ).
