I don't understand how this is supposed to work.  Say you already have a 
plan which looks like this:
 Seq Scan on foo  (cost=0.00..100.00 rows=1 width=630)   Filter: (bar = $1)

Now the plan gets invoked with  $1 = 5.  What exactly in your mind would 
happen here?
