Why not simplify:

timestamp
---------------------
2014-09-03 03:00:00
(1 row)
test=> select ('09.03.2014'||' '||lpad('2:00:00',8,'0'))::timestamp;
timestamp
---------------------
2014-09-03 02:00:00
