OK, first of all the servers are running on Windows 2003 R2. They are on
the same computer, the only difference is they use a different port.

UTF8 on both servers

I have a small difference here.
On 8.4 I have "French, Belgium"
On 9.3 I have "French_France.1252"
Quite confusing... I left the installer chose the collation for me,
French_France sounded close enough !
