EnterpriseDB is a fork of PostgreSQL that contains a reasonable level of 
pl/SQL (Oracle) compatibility.
My understanding (and I could be wrong) is that they support packages, 
in, inout paramters etc.. in
the same syntactical way that Oracle does.
