Description:

docs/9.6/static/app-pg-ctl.html does not mention the 'runservice' verb.
While this verb is presumably used only in specialized contexts (at least as
part of a Windows service registration if not other OS choices) I suggest it
should be explained somewhere as that explanation would help with an admin
understanding any behavior model diffs to the 'start' verb.
