OK, installer issue? I don't think we should have the postmaster
complain in its logs, right?

The problem is that we don't use readline on Win32. I am wondering if
we need to prevent display of readline-required psql options. I have
added that to the open items list.

Yes, that is an open item, control-C on Win32.
