Is this completely for a new language or should I update it as part of the existing "Chinese (Simplified)" language?

zh is means 'Chinese', Should be fork two, change and create a new message directory.
1. zh_CN: Chinese (Simplified)
2. zh_TW: Chinese (Traditional Chinese),

Changes have been made and committed, but due to an issue https://github.com/ckan/ckan/issues/4413 it was not working. So rename the directories to 'zh_Hant_TW' and 'zh_Hans_CN' to fix the problem.
Can you please pull the latest and check the translation is correct?
