Pushed GDAL 3.6.4-6 RPMS to the repos built against armadillo 12 for
RHEL 9, 8 and Fedora.

Pushed GDAL 3.6.4-6 RPMS to the repos built against armadillo 12 for
RHEL 9, 8 and Fedora.
