Remove open-coded binary heap in pg_dump_sort.c.

Thanks to commit 5af0263afd, binaryheap is available to frontend
code.  This commit replaces the open-coded heap implementation in
pg_dump_sort.c with a binaryheap, saving a few lines of code.
