we're willing to add Babelfish (https://babelfishpg.org) as a Project Group in the lists.postgresql.org. What would be the requirements, process, or information you require for submitting this request?

It doesn't seem like a good fit for our email infrastructure since
Babelfish is not part of our community development flow and there is not
much active discussion about the topic.
