Shared buffers advice for windows in the wiki

Hello,

The wiki page [1] still mentions that : "On Windows the useful range (for shared buffers) is 64MB to 512MB". The topic showed up in a pgtune discussion [2].

Is it possible to remove this advice or add that since pg10 it no longer holds true [3] ?

I've just removed all mention of it from the wiki.
