I have been looking all over your website to find a way to cite pgAdmin 
PostgreSQL Tools in my paper but I didn't find it...

Can you tell me how to cite pgAdmin PostgreSQL Tools in my work or who I 
have to contact to get this information?

"pgAdmin 4" is the product name (note the capitalisation), and the website is https://www.pgadmin.org/. Beyond that, there are no specific requirements for citing pgAdmin.
