For it to be sure but I think the answer is Yes:
It’s possible to implement PostgreSQL HA Database with extension PostGIS?

Which best tool I can use for the load balancing and auto Failover for the HA? Pgpool? Repmgr?

You can use pgpool  for the load balancing and auto Failover.

Yes, and Patroni, though opinions on the second will certainly differ.
