Hello.

If you are using one of the Linux distributions and PG version is 9.5 or higher, I would recommend to check pg_probackup.

Windows support is not here yet.

I have DEV server BARMAN  retention policies working fine. Another server fix had problem on retention policies. Have ever face this situation. we had same config.
