BUG #14954: fresh install of postgresql-server 9.6.6-3PGDG.rhel6fails on initdb

Hi,

RPMs for 4PGDG now successfully complete initdb, however if executing "service start" postgresql started in foreground 

This is an issue if called by other tools which expect the process to detach properly.
