The operator <> seems to not work properly comparing citext types in triggers function.
 
 
Can someone figure out what is the problem? This seems like a bug.

Um, 'jack' and 'Jack' and indeed equal when compared case-insensitively.  You've asked whether they are unequal.  Since they are equal the answer to your question is "no" (false).  That is the answer you were given.
