[DOCS] Documentation still mentioning SSLv2 and SSLv3

Hi all,

The documentation of libpq and sslinfo are still mentioning SSLv2 and
SSLv3, though such settings cannot be reach as they are not supported
anymore. Wouldn't it make sense to replace those mentions by TLSv1.*?
Please find attached a patch.

Thanks,
