Are there build instructions for pgweb somewhere?   I'd probably have
fewer markup errors if I could view pages in the context of a whole site.

Yes - doc/dev_install.rst in the source tree. If you're already setup
with a PostgreSQL installation and the ability to create Python
virtualenvs, it should just take a few minutes to do 'pip install -r
requirements.txt', and create a local config file.
