Wording in pg_upgrade IMPLEMENTATION

The following sentence in src/bin/pg_upgrade/IMPLEMENTATION seems to not be
quite right:

  "This is the steps ensures that the proper tuples are visible from the new
  cluster.”

Patch with proposed wordsmithing is attached.
