Dear Sir,
I have sent one mail to pgsql-hackers@postgresql.org list but seems it has not been received by anyone.
But I can see this mail in mailing archive list:
I used to send mail very frequently earlier without any issue. Last mail I sent was after a gap of few months and observed this issue.
Please help me to resolve this issue.

Actually I checked with my colleague (part of pgsql-hackers) and he confirmed that he has also not received my mail.
Seems this mail has not yet been successfully delivered to anyone.
Request to please check if there is any issue.

And its on the website.
I'm sorry you didn't garner any responses, possibly simply not yet, but from the viewpoint of a reader of the lists there doesn't appear to be any technical issue here.

Yes I meant the first one (i.e. the mail which I linked was supposedly not being delivered).
Since you have received mail, may be then some issue with local network (my colleague working in same network zone so he also not received this mail).
