I quote:

The post announcing the keynote does not meet this.

Do you disagree with this policy?  In the interest of openness, we also
got a moderation request for an announcement about the PGDay.UK
conference which was also turned down for the same reason.  If we want
this approved, we should also consider the other one.

Not sure what the last two are... why would anyone announce
registration closing? (in my mind this means "You cannot now buy
tickets for Conference X")
Do we mean something like "in the last few weeks before a conference
you're allowed to give one final reminder of the date on which ticket
sales close?"

And wrap-up is sending out after-conference videos etc..? So it
happens after the actual conference?

Pretty sure it's meant to refer to the "registration closes in 1 week,
don't forget!" kind of message, yes. Because as you say, the other one
would be quite pointless.
