We currently have a /ftp/latest on the ftp site, but
not /ftp/binary/latest. I would like to propose we have both. Comments?

I like it. Binary distributions are  quite important for w32 users

I found a symlink in the v8.3.1 directory called "latest" that pointed
to itself. I assume this was a mistake caused when this was added, and
removed it :-)
