Yes, it's moderated.  I never thought to filter for dups, because I
thought we had a dup-filter in place (it seems to work on other lists).  And
I don't evaluate the quality of the posting, because we don't have a charter
that sets the rules for that.  So I've always erred on the side of
approving.
