Software in the Public Interest's site has what appears to be a dead
link to spi.postgresql.org (see
http://www.spi-inc.org/projects/postgresql). Is spi.postgresql.org
supposed to be gone?

AFAIK, yes:

It's supposed to be fundraising.postgresql.org. Though that site isn't
exactly updated either, but it's better than a broken link since it does
have some actual info on it. For example, it still just lists events that
have already happened under "upcoming events" etc. But it *does* have the
links to the donation forms which is the important part.

As far as I'm aware it never existed in the first place.

ISTR it was a mistake that was supposed to have been fixed.  Josh, can we

The fundraising site has not seen the love it was supposed to that is
for sure. Mainly it hasn't been needed for what it was originally
intended.

I will work on a patch to push it into the main postgresql.org site.

feel it adds anything and it already doesn't work :)
