New vServer: ftp-archives.postgresql.org

I'm moving the OLD directories to a different vServe, so named above, and will
be adding a README file to the old OLD directories pointing ppl there for "past
releases" ...

The recent problem with wwwmaster highlighted just how big the ftp server has
gotten, between the OLD binaries and source files that are being kept, few of
which *really* need to be mirrored ...

Dave/Magnus both have full root access to this vServer, just like all the other
vServers ...

Have anybody "other than wwwmaster" complained? Because we've already
solved the wwwmaster problem by not syncing binary/OLD to that one...

(I'm just as usual bothered with adding new servers and names unless
absolutely necessary..)
