License for pgweb code

Hi all,

I noticed that there does not appear to be a LICENSE file in the code. I
believe that this may make contributions... ambiguous. I think we should
just move the LICENSE file from the main project in there. That is, it
will be licensed under the BSD license. Comments?

Gavin
