For that you will need to drop and re-create it with a different encoding

You would have to drop and recreate an entire DB for that. But it's possible to change encoding of your client. It might be of help to you, depending on why you want to change encoding. SET CLIENT_ENCODING TO 'LATIN2'; where you would change latin2 with encoding you wish to use.
