Could anybody tell me
if PostgreSQL 7.0 Beta 1 supports outer joins
and how can I use them? Or if it does not yet, 
when it will ...

Sorry, no such luck.  Outer joins are a very high priority for 7.1,
but they won't be in 7.0.

As for *when* that will be, hmm, maybe this fall?
