Conection Refused (tcp/ip port 5432) on Windows XP

I’m trying to connect to my Server (is local, same pc with WinXP, Postgresql Ver. 7.4) but always get an error of “connection refused” like if the port 5432 is  not letting the program to access it.

 

How can I solve this problem?
