Where can I find instructions to port to Windows 2000 Server? From what
I have seen thus far, the instructions are incomplete and full of holes.

 Is there a compiled version for Windows 2000 Server?

Hmm...  AFAICT, PostgreSQL builds OOTB under Cygwin (www.cygwin.com).

Yes, on the Cygwin mirrors.

Note that running Cygwin's setup.exe will automatically install PostgreSQL
7.1.1 on your PC.  After installing Cygwin PostgreSQL, please read the
README file:

    /usr/doc/Cygwin/postgresql-7.1.1.README
