NT Socket problem

I'm trying to run 6.5.3 on NT4. When I run postmaster, it will send error
message: StreamServerPort: socket() failed: errno ESOCKTNOSUPPORT triggered
/usr/local/pgsql/bin/postmaster:cannot create INET stream port
What is wrong ?
