I can't modify the packages, but I _can_ help by collecting more info

Ok, fixed:

ogrinfo  --formats|grep PostgreSQL
  -> "PostgreSQL" (read/write)

Packages (1.9.2-6) are at 9.3 repo now.

mapnik (http://mapnik.org)
It has input plugins for gdal/org formats (https://github.com/mapnik/mapnik/tree/bfc6c61d62be5b4aa69a09e98a38a2466ebcae30/plugins/input)
