We try to focus on Ubuntu LTS versions, as the non-LTS ones have a
very short lifetime (only 9 months) -- i. e. 15.04 will stop being
supported in just 4 months.

As building and checking so many packages takes a nontrivial amount of
resources we are thus rather hesitant to do that.

Agree - It is not worth the effort.
Only problem - I see, pgAdmin III, and many more client applications are used by many users, who are also on those non-LTS version of Ubuntu. :-(

Nod. There's been a few non-LTS releases in the past on
apt.postgresql.org, but I rather wouldn't want to add 15.04 just one
month before the release of 15.10... (and then there's 16.04 coming up)

If you are looking for pgadmin3, it should also be available directly
from Ubuntu.

Pgadmin is in the Vivid repos outside of apt.postgresql.org.
