JDBC Connection startup cleaned up

Hi,

I've done some cleaning up in the org.postgresql.Connection class.

This patch

* Introduces a new class, StartupPacket.
* Moves a lot of constants from Connection to StartupPacket.
* Makes two instance variables in Connection into locals.
