So how did they get their originally. I thought they were generated by
running configure, or by autoconf.

Nope, they just need to be there.  I've run autoconf to pick up MY
change to test it, and the files are still the one's I ftp'd from
gnu.org.

I belive they just need to be there.

We need to figure out who handles autoconf updates and let them handle
those files.  Tom seems to think it is Peter E, who is on vacation.
