Looks like it is:

http://www.postgresql.org/ftp/odbc/versions/msi/

Have you tried running the *.exe file in  psqlodbc_09_03_0400.zip. I
suspect it extracts both the 32 and 64 bit MSIs. I do not have a Windows
machine at hand to test.
