Windows Install fails.

Attempting to install psqlODBC 08.03.0400, the install fails and IE, Version 7.0.5730.13, also fails.

 

Reverted to the previous ODBC version and everything worked.

1. kind of windows OS?
2. what is former ODBC version?
3. situation that a problem details?
