Everything is possible, if you have already tested your application. 8.2 to 8.3 is likely to break, because of casting changes. The rul1e of the thumb is taking the dump using the higher version of pg_dump. If you want to move from 8.4 to 9.0 (the only combination that you did not specify, but still...), you can also use pg_upgrade utility. You can use slony, pg_dump/pg_restore and for 8.4 -> to 9.0 you can use pg_upgrade utility too. However,I would recommend to test your application before migration and go through the release notes too.
